Zambonia was founded by an international committee that is now commonly referred to as the "Council of Twelve." When settlers begin to arrive and the normal functioning of government can be established, the councillors will make final decisions on policy. They will be elected by a vote of all citizens over 10 years of age who have resided in Zambonia for at least a month. The Council has set forth some purposes of the country's government to guide future leaders:
1) To assure freedom of speech, freedom of expression, and freedom of religion and ideology to all citizens and visitors to the country.
2) To promote the responsible use and conservation of the country's natural resources.
3) To promote harmony and understanding between cultures in Zambonia and in the world.
